The West Virginia Community and Technical College System has issued a Request for Proposals for pilot “basic green” developmental education and training courses at West Virginia’s community and technical colleges. The deadline to submit written questions to harvey@wvctcs.org is 1 February 2011, while the deadline to submit a proposal is 17 February 2011.
This project focuses on courses that combine education in basic skills (e.g., English, reading, math) and green technical skills consistent with the Integrated Basic Education and Skills Training (I-BEST) and Integrated Pathways to Adult Student Success (I-PASS) academic models. The course(s) must be taught by at least two people, one of whom has expertise in adult basic education or developmental education and one of whom has expertise in technical education.

- Technical Proposal. The technical proposal contains information about the proposed education/training and other activities. An applicant should submit separate technical proposals if separate and distinct education/training opportunities are being provided (e.g., a higher education institution is providing training to contractors on solar photovoltaic installation and to unemployed workers on weatherization).
- Cost Proposal. The cost proposal contains budget information. An applicant should submit either the Cost Proposal (Microsoft Word document with embedded Microsoft Excel worksheets) or the Budget (Microsoft Excel) and Budget Detail (Microsoft Word).
