The West Virginia Community and Technical College System has issued a Request for Proposals for green industry education and training. This third round of funding will focus on general green education and training that can start on or before 31 August 2011. The deadline to submit written questions to harvey@wvctcs.org is 25 January 2011, while the deadline for submitting a proposal or proposals is 10 February 2010.
This competition is especially well-suited to support projects to provide green training for people who already have some basic and/or technical skills. By way of example, such training might focus on new green products and green materials selection and use, the acquisition of new green work skills (e.g., solar thermal installation, blower door use), energy auditing, green cost estimating, or recycling and waste management. Such training also might target incumbent workers, unemployed workers and displaced workers in the building and construction, HVAC, or electromechanical occupations and/or contractors interested in offering new services.

- Applicant Transmittal Form – This form contains information about the applicant. Regardless of the number of technical and cost proposals being submitted, submit only one applicant transmittal form.
- Technical Proposal(s) – The technical proposal contains information about the proposed education/training and other activities. An applicant should submit separate technical proposals if separate and distinct education/training opportunities are being provided (e.g., a higher education institution is providing training to contractors on solar photovoltaic installation and to unemployed workers on weatherization).
- Cost Proposal(s) – The cost proposal contains budget information. An applicant should submit the Cost Proposal Form (Microsoft Word document with embedded Microsoft Excel worksheets) or the Budget and Budget Detail Forms (Microsoft Excel) and Budget Narrative Form (Microsoft Word), if applicable. An applicant should submit separate cost proposals if separate and distinct education/training opportunities are being provided.
