Regional GREEN-UP Council

QUESTION: What is the role of our regional GREEN-UP Council?

ANSWER:  As envisioned by the U.S. Department of Labor, regional GREEN-UP Councils are intended to be more than advisors for the WorkForceWV GREEN-UP project.  Rather, GREEN-UP Councils should serve as regional green industry sector partnerships.  Regional industry sector partnerships are groups of people connected to a key regional industry (in this case green energy) who work to support that industry.  If the industry needs a new education and training program for workers, for instance, the partnership works to see that it is provided.

QUESTION: What is my role as chair or co-chair of the regional GREEN-UP Council?

ANSWER: Your job is to facilitate meetings.  The group probably should meet at least three or four times a year.

Participant Tracking

QUESTION: How are participants going to be tracked?

ANSWER: They will be tracked almost exclusively in the RAD system. A GREEN-UP module soon will be developed that sets up tracking consistent with grant requirements.

QUESTION: What information does the grant require to be tracked?

ANSWER: While a wide variety of participants are eligible for education and training, the type of participant (e.g., unemployed, veteran) and services provided (e.g., WorkKeys assessment, education, placement, retention) must be tracked.

QUESTION:  Where can I find information about the RAD system?

ANSWER: The U.S. Department of Labor has produced two helpful resources: (1)  a webinar called “RAD Central Station: The Next Step on the Data Train”; and (2) “RAD User Guide for Training Grantees.” You will have to create an account on WorkforceOne to access these documents if you have not previously done so.

Compensation

QUESTION: Will my regional office get paid for its work?

ANSWER: Yes.  Money has been set aside to compensate regional Workforce Investment Boards for their work in registration, testing, placement and retention.

QUESTION: How will my regional office get reimbursed?

ANSWER: Regional WIBs will be reimbursed consistent with the cost allocation model currently in place.  The regional Workforce Investment Board will request reimbursement from WorkForceWV using standard forms being developed for that purpose.
